NELSON MANDELA BAY MULTI-PURPOSE
STADIUM SECURITY SERVICES (NMBS SS 01/21)
The Mandela Bay Development Agency (MBDA), a municipal entity of the Nelson Mandela Bay Municipality (NMBM) and acting as its development agent, hereby calls for interested parties to submit one tender document with separate proposals for each of the components namely, 24-hour CCTV monitoring services, day to day security services and event security services in respect of the Nelson Mandela Bay Multi-Purpose Stadium.
The electronic RFP document, outlining the requirements will be provided to interested bidders upon the payment and verification of a non-refundable fee of R150.00 from Monday 16 August 2021. Proof of payment to be emailed to publictenders@mbda.co.za quoting NELSON MANDELA BAY MULTI-PURPOSE STADIUM SECURITY SERVICES (NMBS SS 01/21) in the subject line. The last date for queries on this tender shall be 10 September 2021. No further queries shall be responded to after this date.

Proposals shall be evaluated based on applicants meeting certain functionality requirements and shall thereafter be evaluated on the 80/20 preference points system in accordance with the Supply Chain Management Policy of the MBDA and the Preferential Procurement Regulations, 2017.
PRE-QUALIFICATION CRITERIA:
1.This Invitation is subject to pre-qualifying criteria and the condition that any Applicant must:
a)The Applicant (Company) be registered in terms of the Private Security Industry Regulation Act 56 of 2001.
b)The directors, shareholders, members, owners or trustees be registered in terms of the Private Security Industry
Regulation Act 56 of 2001.
c)Have proof of registration of its security staff in terms of the Private Security Industry Regulation Act 56 of 2001.
d)Have a certificate of good standing with the Private Security Sector Provident Fund.
e)Have a certificate of registration in terms of the Compensation for Occupational Injuries and Diseases Act 130
of 1993.
f)Have an ICASA License or an agreement with a duly registered ICASA License holder to use and maintain a frequency at the venue.
g)Have an existing and established office and a 24-hour control room.
h)In relation to event security, have documented proof of special event training and the Private Security Industry Regulation Act registration of all permanent managers and staff, have a list of temporary/casual staff duly trained in event security services and documentary proof of any agreement in terms of which the Applicant may call on additional staff of another registered entity if required for any specific event.
i)All certificates/licenses submitted must be valid. Failure to submit valid certificates/licenses will deem your bid non-compliant.
j)If the Applicant is in arrears for any of the above certification proof of arrangements must be submitted.
2.Any Applicant failing to meet the pre-qualifying criteria stipulated from (a) to (j) will be deemed non-responsive.
3.It must be noted that the Applicant must have and maintain Public Liability Insurance cover for the amount of not less than R50 000 000.00 per claim and shall make payment of all premiums payable in respect of such policy promptly on the due date and furnish the MBDA with proof of such insurance and confirmation of the payment of such premiums on demand within 14 days of appointment.
4.It must be noted that the Applicant must establish a local office and a 24-hour control room within the NMBM within 14 days of appointment.
A compulsory briefing session will be held via Microsoft Teams, Tuesday 24 August 2021 at 10:00. Due to covid-19, all Bidders who will be attending the compulsory briefing session must confirm their attendance by emailing such to publictenders@mbda.co.za and quote the tender reference number (MBDA SP 19/20) by 16:00 on Friday 20 August 2021. Bidders are urged to confirm attendance timeously. The onus is on bidders to ensure that confirmation of attendance is sent by the deadline. Failure to do so may result in the invitation not being sent to the bidders; and therefore, the bidder will not be eligible to bid for this tender. An attendance register will be downloaded via Microsoft Teams and will be used to confirm attendance. No attendee(s) joining after 10:15 will be allowed to tender.
Bidders who are unable to join via Microsoft Teams must notify the MBDA via publictenders@mbda.co.za by 14:00 on Monday 23 August 2021.
Bidders who have attended the compulsory briefing session will be invited to an on-site visit of the Stadium and the relevant areas of services required. This will take place on Wednesday 25 August 2021. Times slots will be communicated to bidders. Attendance at the on-site meeting is compulsory.
The closing date and time is Friday 17 September 2021 at 12h00, where after tenders will be publicly opened via Microsoft Teams. Proposals MUST be submitted on one (1) original hard copy plus one (1) copy on a Universal Serial Bus (USB) must be placed in a sealed envelope and clearly marked with “NELSON MANDELA BAY
MULTI-PURPOSE STADIUM SECURITY SERVICES (NMBS SS 01/21)”.
FAILURE TO SUBMIT AN ORIGINAL HARD COPY AND A COPY ON USB WILL DEEM THE BID NON-RESPONSIVE. All responses must be placed in the MBDA tender box marked NMBS SS 01/21 on the 1st Floor, Tramways Building, Corner Lower Valley Road & South Union Street, Central, Port Elizabeth. Bids may only be submitted on bid documentation provided by the MBDA.
MBDA Office hours are Monday to Friday 08h00 to 16h30.
No late, incomplete or facsimile bids will be accepted for consideration. The only or lowest bid received shall not necessarily be accepted. MBDA reserves the right to accept part of or the full bid.
