INVITATION TO APPLY TO BE LISTED ON THE ACCREDITED SERVICE PROVIDER PANELS OF THE NELSON MANDELA BAY STADIUM OPERATED BY MBDA IN RELATION TO FOOD, BEVERAGE AND CATERING SUPPLIES (REF. NO. NMBS FB 07/17)

The Mandela Bay Development Agency (MBDA), a Municipal Entity of the Nelson Mandela Bay Municipality (NMBM), wishes to establish panels of accredited service providers to provide food, beverage and catering supplies to the Nelson Mandela Bay Multi-purpose Stadium from time to time and accordingly invites suitably qualified and experienced service providers to apply for evaluation and listing as accredited food, beverage and catering suppliers.

This invitation is the first step in the establishment of the panels in question and applicants achieving panel accreditation pursuant to this invitation shall be further evaluated in subsequent processes to be undertaken by the MBDA.

The documents stipulating the requirements of the MBDA and the conditions pertaining to the invitation will be available at the offices of the MBDA, Corner Lower Valley Road & South Union Street, 1st Floor, Tramways Building, Central, Port Elizabeth on payment of a non-refundable document fee of R250.00 from Monday, 16 October 2017 after 10h00. Our office hours are weekdays between 08h00 to 16h30.

A compulsory briefing session will take place at the MBDA offices on Thursday 26 October 2017 at 10:00 and Applicants not attending or arriving after 10:15 at the briefing session will be barred from applying.

PRE-QUALIFICATION CRITERIA:

1. This Invitation is subject to pre-qualifying criteria and the condition that any Applicant must:

1.1 Hold a level One, Two or Three B-BBEE status level of contributor; or

1.2 Be:

1.2.1 an EME having an Enhanced B-BBEE recognition level for an Exempted Micro-Enterprise of a Level One Contributor (an EME which is 100% owned by black people) or a Level Two Contributor (an EME which is at least 51% owned by black people);

or

1.2.2 a QSE having an Enhanced B-BBEE recognition level for a Qualifying Small Enterprise of a Level One Contributor (a QSE which is 100% owned by black people) or a Level Two Contributor (a QSE which is at least 51% owned by black people).

1.3 Each successful Applicant must provide proof that it has public liability insurance cover in the form of an insurance policy taken out in its name, before any goods or services are rendered.

1.4 Confirm by signing the applicable annexure/s “C.1 – C.15” (dependant on the panel applied for) and furnishing documentary evidence in the form of reference letter(s) with contactable details confirming the services below, that the Applicant is and will be:

1.4.1 able to supply the applicable volumes reflected on the applicable annexure/s “C.1 – C.15” within five (5) working days of order; and

1.4.2 able to supply 10% of the applicable volumes reflected on the applicable annexure/s “C.1 – C.15” within forty eight (48) hours of order; and

1.4.3 Applicants for C2, C3 and C4 must have a Liquor licence.


2 Any Applicant failing to meet the pre-qualifying criteria stipulated in 1 will not be accepted.

3 All Applicants are required to submit the required proof of B-BBEE status level of contributor in response to this Invitation clearly marked Annexure “B”.

4 All applicants must provide proof of the appropriate delivery vehicle(s) as per health standards to be utilised in the form of registration documents of the said vehicle(s). If delivery services are to be outsourced a letter from that company that will provide the services must be submitted on their letterhead.

5 All applicants applying for services referenced under annexures C5, C7, C8, C9, C10, C11 and C15 must provide a certified relevant health certificate(s) and a Halaal certificate for C15.

Five (5) copies, 3 hard copies and 2 on compact disk (CD) of each application must be placed in a sealed envelope and clearly marked “STADIUM FOOD, BEVERAGE AND CATERING SUPPLIES – REF. NO. NMBS FB 07/17)” and are to be placed in the MBDA tender box on the 1st Floor, Tramways Building, Corner Lower Valley Road & South Union Street, Central. The closing date and time for submissions is Thursday, 16 November 2017 at 12h00, where after applications will be publicly opened.

Late and incomplete applications will not be accepted.
