The Mandela Bay Development Agency (MBDA), a municipal entity of the Nelson Mandela Bay Municipality (NMBM) and acting as its development agent, hereby invites proposals from suitable service providers to submit proposals for Event Medical Services in respect of the Nelson Mandela Bay Multi-Purpose Stadium.

The Request for Proposals documents, outlining the requirements will be available at the offices of the MBDA, Corner Lower Valley Road & South Union Street, 1st Floor, Tramways Building, Central, Port Elizabeth on payment of a non-refundable document fee of R 250.00 from Wednesday, 16 August 2017 after 10h00. Our office hours are weekdays between 08h00 to 16h30.

A compulsory briefing session will take place at the Nelson Mandela Bay Stadium (Main reception) on Thursday, 24 August 2017 at 10h00 and Applicants not attending the briefing session or arriving after 10h15 will be barred from applying

Proposals shall be subject to Applicants meeting certain functionality requirements and shall thereafter be evaluated on an 80/20 preference points system in accordance with the Supply Chain Management Policy of the MBDA and the Preferential Procurement Regulations, 2017.


1. This Invitation is subject to pre-qualifying criteria and, inter alia, the condition that any Applicant must:

1.1 Hold a level One, Two, Three and Four B-BBEE status level of contributor; or

1.2 Be:

1.2.1 an EME;


1.2.2 a QSE holding a level One, Two, Three or Four status level of contributor.

1.3 Have and maintain Public Liability Insurance and Vehicle Passenger Liability Insurance cover for the amount of not less than R5 000 000.00 per claim.

1.4 Have and maintain Professional Indemnity Insurance and Medical Malpractice Insurance cover for the amount of not less than R5 000 000.00 per claim per practitioner.

1.5 Be Registered with the Board of Health Care Funders of Southern Africa and the South African Private Ambulance and Emergency Services Association.

1.6 Have the required Advanced Life Support Practitioners, Intermediate Life Support Practitioners and Basic Life Support Practitioners who are Registered with the Health Professions Council of South Africa and whose fees due to such Council have been paid.

1.7 Have the required ambulance and emergency vehicle drivers who hold the required PDP’s and vehicles which are duly Registered as such.

2. Any Applicant failing to meet the pre-qualifying criteria stipulated above will not be accepted.

Five (5) copies, (3 hard copies and 2 on compact disk (CD)) of the proposal must be placed in a sealed envelope and clearly marked “NMBM STADIUM EVENT MEDICAL SERVICES (CONTRACT NO NMBS EM 05/17) and are to be placed in the MBDA tender box on the 1st Floor, Tramways Building, Corner Lower Valley Road & South Union Street, Central. The closing date and time for submissions is Monday, 18 September 2017 at 12h00, whereafter proposals will be publicly opened.

Late and incomplete Proposals will not be accepted. The only or lowest Proposal will not necessarily be accepted and the MBDA reserves the right to accept the whole or any portion of a Proposal, or not to make an award.
